Sarah Webster of California, having claim to the service or labor of the undersigned; and having refused or failed to file in your office the statement in writing or schedule provided for in the 9th section of the Act entitled "An Act for the release of certain persons held to service or labor in the District of Columbia" approved 16th April 1862—You will please file the annexed Schedule in pursuance of an act supplementary to the above recited act approved 12th July 1862—

Dr James E. Morgan—I know Sarah Webster and that she owns this servant. She gave her to me until she should come back and [entirely?] if she did not come back. Servant was here 16 April and for years before with Mrs S Websters consent in my employ Mrs Webster got the servant from Mrs [Simall?] of Balt Co I believe Mrs Webster to be loyal from my knowledge of her husband decidedly loyal. her husbands brother is in U. S army [illegible] all right & might have in [illegible]
