You will please file and record in your office the annexed statement and schedule under the provisions of an act of Congress, entitled "An act for the release of certain persons held to service or labor in the District of Columbia" approved April 16th 1862.
I was by reason of African descent and acquired title the property of Matthew Duvall of Prince George County Maryland, and held to service or labor in the District of Columbia at the time of the passage and approval of the above recited Act, the benefit of which is hereby claimed.
And whereas the said Matthew Duvall to whom I owed service and labor, failing to file his Petition claiming the benefits of the Act of Congress aforesaid, this therefore in lieu of his neglect and failure to claim the privileges of the same, in and by virtue of the supplementary act under the second section approved July 12th 1862.

The Commissioners being satisfied on the testimony of John F. Coyle that the facts stated in the within petition are true as therein stated, have ordered the same to be so returned to the Clerk of the Circuit Court of the District of Columbia

Jno. F Coyle know servant [torn] me last 4 years. I understood [torn] Duvall. I have seen Mr M. Duvall [torn] him as his servant. I always [torn] [a servant?]. Servant was in District on [torn] and was here some years before. I hired him I believe servant [torn] chased himself of and all but about [torn] the purchase.
